சென்னை சங்கமம்' தொடக்க விழா நிகழ்ச்சி சென்னை பல்கலைக்கழக நூற்றாண்டு விழா கலையராங்கில் நடைபெற்றது. விழாவில், முதல்-அமைச்சர் கருணாநிதி கலந்துகொண்டு, ஒரு வாரம் நடைபெறும் `சென்னை சங்கமம்' நிகழ்ச்சியை தொடங்கிவைத்தார். விழாவில், மத்திய மந்திரி வயலார் ரவி, மத்திய சுற்றுலா மற்றும் பண்பாட்டு துறை மந்திரி அம்பிகா சோனி ஆகியோர் கலந்துகொண்டனர். தொடக்க விழாவினையொட்டி பல்வேறு கிராமிய கலை நிகழ்ச்சியில் மேடையில் நடைபெற்றன. 1 1/2 மணி நேரம் நடைபெற்ற இந்த நிகழ்ச்சியை முதல்-அமைச்சர் கருணாநிதி, சிறப்பு விருந்தினர்கள், பார்வையாளர்கள் என அனைவரும் ரசித்து பார்த்தனர். `டிரம்ஸ்' சிவமணியில் இசை நிகழ்ச்சி அரங்கத்தையே அதிரவைத்தது. மத்திய மந்திரிகள் ராசா, வேங்கடபதி, சபாநாயகர் ஆவுடையப்பன், அமைச்சர்கள் ஆற்காடு வீராசாமி, துரைமுருகன், மு.க.ஸ்டாலின், பொன்முடி, பரிதிஇளம்வழுதி, தங்கம் தென்னரசு, சுரேஷ்ராஜன், எ.வ.வேலு, கவிஞர் வைரமுத்து, சென்னை மாநகராட்சி மேயர் மா.சுப்பிரமணியன் ஆகியோரும் விழாவில் கலந்துகொண்டனர். விழாவிற்கு வந்தவர்கள் கவிஞர் கனிமொழி கருணாநிதி எம்.பி. வரவேற்று பேசினார். `சென்னை சங்கமம்` நிகழ்ச்சியை தொடங்கி வைத்து முதல்-அமைச்சர் கருணாநிதி பேசுகையில், திருமங்கலம் எப்படி எனக்கு நல்ல செய்தியைச் சொல்லப் போகிறதோ அதைப் போல இந்தத் திருவிழா, பெரு விழாவாக மாறி நல்ல செய்தியைச் சொல்லிக் கொண்டிருக்கின்றது என்று கூறினார்

The Tamil Nadu government will consider setting up an organisation for the welfare of NRIs from the State on the lines of the Department of Non Resident Keralites Affairs।
A suggestion in this regard was made at a special session on Tamil Nadu at the Pravasi Bharatiya Divas here on Friday। Government representatives said it could be examined।

Electricity Minister Arcot N. Veeraswami urged people of Indian origin not to invest in information technology expecting huge returns. “I consider you my own brothers and sisters. I will not ask you to invest [in India] in areas in which I think the returns are low. Do not invest in information technology…the returns are lower now. You should invest in areas such as power, where returns are more than 200 per cent,” he said, chairing the session.
Mr. Veeraswami said Tamil Nadu was committed to go in for clean and green energy. The per unit cost of establishing and running a coal plant was Rs.2.34 while for wind power, it was between Rs.2.90 and Rs.3.40. வெற்றிகரமான நாடாக மாறிவருகிறோம்! மன்மோகன்சிங் உறுதி
`இந்தியாவை தீவிரவாதிகளால் நிலைகுலைய செய்ய முடியாது' என்று பிரதமர் மன்மோகன்சிங் கூறினார்.சென்னை நந்தம்பாக்கம் வர்த்தக மையத்தில் வெளிநாட்டு இந்தியர்களுக்கான 7-வது மாநாடு தொடங்கியது. இந்த மாநாட்டை பிரதமர் மன்மோகன்சிங் நேற்று காலையில் தொடக்கி வைத்து பேசியதாவது:-
நவீனம், தொழில்நுட்பம் கலந்த பாரம்பரியம், கலாசாரம் நிறைந்த நகரமான சென்னையில் நாம் கூடி இருக்கிறோம். அருகில் உள்ள மகாபலிபுரம் கோவிலுக்கு உங்களில் பலர் சென்று பார்த்திருப்பீர்கள் என்று நம்புகிறேன். நமது நாட்டில் நடந்த கடல் வாணிபத்தின் வரலாற்றுக்கு அது ஒரு சான்றாக இருக்கிறது.

No luxury tax for delegates at NRIs meet


Delegates attending the Pravasi Bhartiya Divas, which is scheduled to be held in the city from January 7 to 9, have been exempted from
paying luxury tax during their stay in star hotels here during the course of the event. The Pravasi Bhartiya Divas is being organised by the union ministry of overseas Indian affairs. According to a government order issued by the Tamil Nadu commercial taxes and registration department, the delegates will be exempted from paying luxury tax in hotels.
The state government has asked the ministry of overseas Indian affairs to "provide a detailed list of delegates or guests for the 'Pravasi Bhartiya Divas, 2009' room wise and hotel wise along with period of their stay and tariff paid in such hotels, so as to ascertain the exact amount of luxury tax on which exemption is to be allowed." In addition, the overseas Indian affairs ministry has to issue a certificate to the respective hotels along with the list of delegates or guests and such hotel shall endorse this list and the details of bills raised by it in respect of the delegates or guests who stayed in their hotel, to substantiate the amount for exemption from luxury tax along with the return of the concerned month or quarter in the form as prescribed under the Tamil Nadu Tax on Luxuries Rules, 1980.

Indians having an idea, but wondering how to go about it will soon have an online guide the knowledge and resources of the 25 million-strong overseas Indian community. Whether it is designing a new management course or launching a new enterprise, they can log on to a 'knowledge network' of overseas Indians and seek information from the 'virtual think tank'.
This electronic platform, to be activated in a month's time, will enable Indians abroad to contribute meaningfully to their homeland through the network without having to communicate in person. The online network will be formally launched on Thursday by Prime Minister Manmohan Singh as he inaugurates the seventh edition of the Pravasi Bharatiya Divas, the annual conclave of the Indian diaspora.
"It will take a month for the Global-Indian Network of Knowledge (Global INK) to be activated, and it will possibly develop into the biggest link between those living here and overseas Indians," K Mohandas, secretary, Ministry of overseas Indian affairs told reporters here on the opening day of PBD-2009. "The network will be regulated, but anybody can register free and seek information in specific areas," he said.
The idea has been in the air for some time now, but the interactive knowledge network using information and communication technology has been developed by Tata Consultancy Services. "The idea is to make competent overseas Indians engage with our people," Mohandas said.
The global meltdown and terrorist threats have not affected attendance at PBD-2009, where more than 1,500 participants from 48 countries have registered so far. "The response has been quite enormous, especially in view of the general slowdown in the world and perceived adverse conditions," Mohandas said. The registration figure represented a 50% increase over the last edition.
Earlier, the Pravasi Bharatiya Divas exhibition focussing on trade and industry opportunities in the country was inaugurated in conjunction with the global meet by minister of state for parliamentary affairs and planning, V Narayanasamy.
Speaking to the media on the occasion, overseas Indian affairs minister Vayalar Ravi sought to assure persons of Indian origin that problems and bottlenecks that hindered their investment plans in the country would be removed. The Indian economy was poised to grow despite the global economic crisis, he said, and referred to the recent stimulus package for the economy unveiled by the Prime Minister.

A non-resident Indian (NRI) is an Indian citizen who has migrated to another country, a person of Indian origin who is born outside India, or a person of Indian origin who resides outside India. Other terms with the same meaning are overseas Indian and expatriate Indian. In common usage, this often includes Indian born individuals (and also people of other nations with Indian blood) who have taken the citizenship of other countries.
A Person of Indian Origin (PIO) is usually a person of Indian origin who is not a citizen of India. For the purposes of issuing a PIO Card, the Indian government considers anyone of Indian origin up to four generations removed, to be a PIO. [2] Spouses of people entitled to a PIO card in their own right can also carry PIO cards. This latter category includes foreign spouses of Indian nationals, regardless of ethnic origin. PIO Cards exempt holders from many restrictions applying to foreign nationals, such as visa and work permit requirements, along with certain other economic limitations.
The NRI and PIO population across the world is estimated at over 30 million (not including Pakistani, Bangladeshi and Sri Lankan diasporas).
The Indian government recently introduced the "Overseas Citizenship of India (OCI)" scheme in order to allow a limited form of dual citizenship to Indians, NRIs and PIOs for the first time since independence in 1947. It is expected that the PIO Card scheme will be phased out in coming years in favour of OCI.

Malabars (மலபார்ஸ் )----- NAME OF TAMILS IN La Réunion !

Malabars is a mistaken appellation in the nineteenth century led Westerners to designate all the people of South India (Tamils, Telugus, Malayalees and Kannadigas included) and its a term based on the Malabar region of present state of Kerala in India.[1]
This term was applied by the Dutch to designate Tamils of Sri Lanka during the colonial days. This term, or the term Malbar, accordingly was also applied by the French to Tamil indentured laborers coming to La Réunion, has been kept by the latter to label their own identity as well until today, even though they have lost the use of Tamil language. There are around 200 000 people of Tamil descent in Reunion Island. They started to be brought from 1848 (official end of slavery in French colonies).[2][3]
The term Malabar is used in the neighbouring island of Mauritius to describe North Indian Hindus, Lascar is used to describe Muslims and Madrasse (Madras being the capital of Tamil Nadu) is used to describe Tamils and Telugus ethnic groups of South India.

Microfinance, education and healthcare are among the key sectors identified for investments by
the Indian diaspora, which met up for the 2009 convention of the Global Organisation of People of Indian Origin on Wednesday.
Participants at a session on the investment options for the diaspora also accorded importance to investing in the booming media entertainment industry and charity, Americai V. Narayanan, convenor of the global
event in Chennai, People of Indian origin in places as far apart as South East Asia and the Caribbean isles are participating in the convention.
One of the foremost concerns among the diaspora was the mental trauma among several young children who faced adjustment problems in a foreign land. Depression was getting increasingly common in children, who could not jell with the cultural mores of another land, delegates said. The problem was more acute in
children who grew up in their native land for the first few years of their life before they were taken to another place. Such children required special counselling and support to help them cope with the social mores of a foreign country. They also needed mentoring in learning to accept and respect the traditions of a foreign land. At the same time, it was important to educate children living abroad about the value system of their motherland
Delegates voted overwhelmingly in favour of floating an NRI Parents’ Association to take up issues and also demanded representation of People of Indian Origin in government-designated panels to frame legislation that affected overseas Indians.
The other common issue was the “empty nest syndrome,” that traumatised ageing parents staying far away from their children.
NRI communities decided to network more frequently to help people in distress.
Former Chief Election Commissioner T. S. Krishnamoorthy, who chaired one of the sessions, advocated representation of a person nominated by overseas Indians in the Lok Sabha. This would require an amendment to the Representation of the People Act.

The Tamil diaspora is a term used to denote people of Tamil Nadu and Sri Lankan Tamil origin who have settled in many parts of the rest of India and Sri Lanka, or in other regions, particularly Malaysia, Singapore, the Middle East, Réunion, South Africa, Mauritius, Fiji, Guyana, Trinidad and Tobago, French Caribbean islands, Europe, Australia and North America.
